Yvonne Green Davis, P.C. provides Contract Administration, Contract Compliance and Contract Manage services as well as invoicing compliance to its clients that ensure compliant with local, state and federal bid, contract and procurement laws. YGD provides Contract Administration and Compliance services that ensure Historical Underutilized Businesses (HUBs), Female Business Enterprises (FBEs), Minority Business Enterprises (MBEs), Disadvantage Business Enterprises (DBEs) and Small Business Enterprises (SBEs) have the opportunity to compete on an even playing field in a competitive market. YGD Identifies, explains, and monitors new contracting opportunities for HUBs, FBEs, MBEs, DBEs and SBEs with regard to acquisition and relocation contracts, the design and construction contracts and the acquisition of goods and services being procured by public corporations to meet the demands in the Supply and Diversity Chain markets.

 

Additional roles and responsibilities include Analyzes of procurement documents to identify business opportunities and eliminate requirements that hinder the participation of HUBs, DBEs/SBEs, determines set-asides and percentage goals for HUB/DBE/SBE participation in contracts and procurement activities, provides technical assistance to requesting Legal Clients,General Managers and Contracting Officer's Technical Representatives (COTRs) and/or Contracting Officers/Managers in meeting HUB/DBE/FBE/MBE/SBE requirements, communicates effectively with potential offerors, prime contractors and subcontractors, determines the apparent successful offeror's compliance with HUB/DBE/FBE/MBE/SBE requirements prior to award, and conducts pre-award and post-award compliance reviews to ensure compliance with established HUB/DBE/SBE requirements as well as invoicing monitoring and tracking dollars actually spent with HUB/DBE/FBE/MBE/WBE/SBE/EBO/SBO firms.

 

YGD team processes the Knowledge, Skills, Abilities and Attitudes in the following but not limited to areas:

  • Knowledge of State Bid Laws

  • Knowledge of Local bid and procurement laws, statues and regulations

  • Knowledge of Federal regulations in 49 CFR, Parts 23 and 26as they apply to pre-award and post-award DBE and SBE programs, and knowledge of Project/Airports Authority policies/procedures and guidelines for the DBE and SBE programs, altogether, to perform certification compliance reviews for DBE and SBE and MBE and WBE, and identify, promote and monitor business opportunities for DBEs and SBEs.

  • Knowledge of Aviation, Water, Transportation and Project Airports Authority policies, procedures, and guidelines for small and disadvantaged business inclusion programs, such as HUB, MBE and WBE programs, and knowledge Federal regulations in 49 CFR, Parts 23 and 26, and 13 CFR, Part 121, concerning the DBE and SBE programs, especially MBE/WBEs, altogether to identify, promote and monitor business opportunities for DBEs and SBEs in connection with design and construction contracts and to determine and monitor contractor compliance with various

  • Knowledge of the problems and issues faced by disadvantaged/minority/women business/small business enterprises to recommend policies, procedures, and solutions to issues relating to DBE and SBE contract compliance.

 

Contract Compliance and Diversity Compliance roles include but not limited to:

  • Develop and implement DBE/FBE/HUB programs, plans, policies and procedures

  • Recruit HUB, FBE, MBE, and DBE vendors to perform as prime subcontractors

  • Recruit  HUB, FBE, MBE, and DBE Vendors to perform as joint venture partners when encouraged;

  • Recruit and develop HUB, FBE, MBE, and DBE vendors local, state and federal Databases to solicit bids as prime, joint venture partners and subcontractors

  • Actively seek and utilizes female and minority firms for economic growth, training and development

  • Continuous monitoring and reporting of Equal Business Opportunity (EBO) goals, long-term sustainability and growth

  • Work closely with General Managers, Board of Directors, Public Corporations Officials, Stakeholders, and Office of Contract Compliance Departments to establish diversity goals and outreach programs for HUB, DBE, FBE, and MBE firms

  • Review and conduct Disparity Studies that support the diversity and inclusions of minority business owners

  • Monitor and track invoices and dollars spent to ensure HUBs, FBEs, DBEs, and MBE goals are being met in a timely manner.
